چکیده
توجّه به فرهنگ شهروندی و آموزش آن، رویکردی نوین است که کشورهای توسعه یافته به آن پرداخته‌اند و نتایج موثر آن در رفاه وتوسعه جامعه باعث شده کشورهای در حال توسعه نیز ضرورت آن را درک کرده و زمینه آموزش را فراهم آورند. هدف از این پژوهش که به روش توصیفی- تحلیلی انجام شده، تعیین میزان حضور مضامین مرتبط با آموزش فرهنگ شهروندی و فرهنگ قانونمداری- به عنوان یکی از مؤلفه‌های اساسی آن- در محتوای داستانها و حکایت‌های فارسی و نقد آن است. جامعه آماری این تحقیق، داستانها و حکایت‌های کتاب فارسی بخوانیم دوره ابتدایی آموزش و پرورش سال 1394-1393 است. واحد زمینه نیز متن کتابهای یاد شده و واحد تحلیل (ثبت) مفاهیم مرتبط با آموزش فرهنگ شهروندی قانونمداری در نظرگرفته شده است. نتایج بدست آمده احاکی از این است که از کلّ 72 داستان وحکایت ثبت شده فقط 17 مورد دارای شاخص‌های مرتبط با قانونمداری بوده که اکثرا نیز در پایه های دوم و سوم هستند که دانش‌آموزان از توانایی و مهارت خوانداری کمتری برخوردارند. همچنین بررسی میزان فراوانی شاخص‌ها نشان میدهدفراوانی شاخص‌ها از یک تعادل نسبی برخوردار نیستند؛ بطوری که شاخص رعایت حقوق شهروندان دارای 53 درصد و پایبندی به هنجارها، ارزشها و قوانین و مقرّرات 5.9 درصد فراوانی است. همچنین 67 درصد از مضامین مطرح شده در شاخص‌ها دارای بار آموزشی منفی، در جهت تضعیف فرهنگ قانونمداری هستند و این موضوع با اهداف نظام آموزش و پرورش کشور مغایرت دارد و لزوم بازنگری و اعمال اصلاحاتی درخصوص محتوای این کتاب ها را ضروری می نمایاند.

Abstract
Developed countries pay much attention to civic culture and educating citizens in this regard; its beneficial results in welfare, development, and progress of society have made developing countries understand its necessity thus to provide training and research. The aim of this paper is to determine how civic culture education and law abiding is presented in elementary school Let's Read Persian books (second, third, fourth, fifth and sixth grades) in 1393-1394 (2014-2015) in Iran. The results show that of the total of 72 stories and tales, only 17 cases contain the component of law abiding, mostly in the second and third grade books for students with less reading ability. The frequency of indices also suggests there is not a relative balance so that the indices of citizenship rights are 53% and adherence to the norms, values, and laws and regulations is 5.9%. In addition, 67% of the themes have negative values undermining law abiding. Thus they are incompatible with the goals of the educational system requiring modification in the contents of these books.
